PMD is a private investment bank formed in 1987 by a group of senior bankers from Lazard Frères & Co., New York and Lazard Brothers Limited, London. The Directors of PMD have extensive energy and hydrocarbon experience developed over three decades on five continents, completing numerous transactions in oil and gas exploration, development, production, processing, and transportation. In addition to funding and implementing transactions, PMD provides clients with financial and commercial advice, market-specific information and detailed economic, financial and political analysis.
PMD has been involved in some of the world's largest cross-border limited recourse project financings. PMD's Directors are identified with the development of two well-known project finance innovations: the Build-Own-Transfer and Build-Own-Operate concepts and the leasing of public sector infrastructure in emerging markets. PMD's Directors were also responsible for the first use of Shariah-compliant Revenue Participation Certificates to finance infrastructure.

Rex E. Pingle - President & CEO
Mr. Rex Pingle has over thirty years of experience in commercial and investment banking in emerging markets, providing private sector investment and financing, and related investment advice services to governments, corporations and financial institutions.
Mr. Pingle began his banking career in 1973, and since then has been involved in a wide range of energy transactions worldwide. He has completed transactions in oil and gas exploration, development, production, transportation and trading. In addition, he has advised several governments on the commercial terms of their concession agreements, and has promoted oil and gas exploration and development on behalf of governments as well as private companies.
Mr. Pingle has been the President and CEO of PMD International, Inc. ("PMD") since its establishment in 1987. Mr. Pingle is responsible for PMD's worldwide activities. From 1981-1988, Mr. Pingle was Senior Vice President of Lazard Frères & Co. in New York and Director of the International Government and Corporate Finance Group, responsible for all emerging markets activities, including corporate and project finance, government advisory and debt restructuring assignments. From 1980 to 1981, he served as Senior Investment Officer at the International Finance Corporation. From 1973 to 1979, Mr. Pingle was a Vice President of Chemical Bank, New York; Director of Chemical Asia Ltd., Hong Kong; and a member of the Credit Policy Committee of the Bank.
Mr. Pingle graduated with a B.A. in History form the University of Virginia in 1968. In 1971, he obtained a Diploma in International Economics from the Free University of Brussels. Subsequently, he completed course work in economic development and international trade at The Johns Hopkins University.
Jehangir Masud -Managing Director for Eurasia & Africa
Mr. Masud has over thirty years experience executing transactions and providing international corporate and project finance, and investment advisory services to corporations, financial institutions and governments. He has structured, negotiated and placed with investors and financial institutions the funding for limited recourse projects; has acted as advisor to multinational corporations tendering for contracts or concessions, worldwide; has advised governmental agencies and private institutions on private investment, including privatization; has provided specialized mergers and acquisitions advice to leading international companies and has raised private equity for corporate, project and real estate transactions.
Much of Mr. Masud's experience has involved energy. He has been Managing Director for Eurasia and Africa for PMD since 1988, and Resident Director in London. Mr. Masud has been responsible for a number of energy and natural resource projects, both upstream and downstream.
From 1984-1988 Mr. Masud was Senior Advisor to Lazard Frères et Cie, Paris; Lazard Brothers & Co., Limited,, London; and Lazard Frères and Co., New York, with responsibility for North Africa and the Middle East. His responsibilities included business development in the Middle East, marketing merchant banking and fund management activities, structuring religiously acceptable financial products for Islamic Banks and investors; and advising international corporations on business and investment opportunities and mergers and acquisitions.
From 1983-1984 Mr. Masud was affiliated with the Oxford Energy Institute, where he participated in research and the development of a model for predicting energy requirements in the 1990s.
From 1980-1983, he was Managing Director and Partner of Dhabi Enterprises, Abu Dhabi, a leading private sector company in the United Arab Emirates, where he established and managed a number of operating subsidiaries, restructured the private business affairs of a leading business family and advised international companies in their business dealings with agencies of the Abu Dhabi and United Arab Emirates governments, including the Abu Dhabi National Oil Company (ADNOC) and its subsidiaries. He also advised several independent oil companies applying for concessions in Abu Dhabi.
From 1976-1978, Mr. Masud was Investment Officer of the Abu Dhabi Investment Authority, where his responsibilities included project appraisal and evaluation; establishment of an in-house bond portfolio and monitoring of international investments; and, advising the Secretary General of the Authority on international financial and political affairs.
Mr. Masud was a Rhodes Scholar and attended Corpus Christi College, Oxford from 1973-1976. He received his B.A. (Hons) in P.P.E in 1973, a Postgraduate Diploma in Development Economics in 1974 and an M. Phil in Economics in 1974. 1975-1976, Mr. Masud was Research Assistant to Lord Balogh at Queen Elizabeth House, Oxford.
Mr. Masud attended the University of Punjab, Lahore, from 1966 to 1969. He received his BSc in Physics and Mathematics in 1969 and was awarded the Presidential Medal.
John F. Kammeier - Senior Vice President
Mr. Kammeier has experience in structuring financial solutions for clients incorporating a wide variety of financial instruments and techniques including public and private equity, bank credit facilities, term debt, convertible debt and structured debt. He has advised clients on strategic alternatives including mergers, acquisitions, divestitures, joint ventures, leveraged buy-outs and share repurchases. He has led project teams undertaking complex assignments, including evaluation, development, administration, logistics and implementation.
Mr. Kammeier is a Certified Public Accountant and a General Securities Registered Representative (Series 7) of the National Association of Securities Dealers and the New York Stock Exchange. He has taught university courses at the advanced level in Corporate Finance, Financial and Cost Accounting and Statistics.
Mr. Kammeier received his MBA in Finance and Accounting from the University of Chicago Graduate School of Business in 1993, and received a B.A. in Economics from Northwestern University in 1985.
